Nearly a third of Europeans have never been online, according to a EU report.
The European Commission's Digital Competitiveness study looked at how the use of technology has changed over the past five years in the EU's 25 member states. Unsurprisingly, the research found that the bulk of those yet to experience the web are either over 65 or unemployed.
The EU said that since 2008, over half of all Europeans had become regular web surfers and more than 80 percent of them have access to connections with speeds of 2Mbps or above.
The research also highlighted that a third of EU residents aged under 24 admitted they don't want to pay to download music or video content from the web.
EU Commissioner for Information Society and Media, Viviane Reding, said: "These young people are intensive internet users and are also highly demanding consumers. To release the economic potential of these 'digital natives', we must make access to digital content an easy and fair game".
"We should seize the opportunity of a new generation of Europeans who will soon be calling the shots in the European marketplace," she added.
